Job Description

Provide logistical and reporting support to the Technical Services Department so that employees have all requisite information and resources to allow them to meet their job accountabilities. 3. JOB DIMENSIONS: Number of Staff Supervised:Direct Reports:Nil Total:Nil 4. KEY ACCOUNTABILITIES: DescriptionPerformance Indicators Cost Control: Monitor the financial performance of a given area of activity versus budgets so that areas of unsatisfactory performance are identified and rectified promptly and potential performance improvement opportunities are capitalised upon. Financial variance versus budget. Policies & Procedures: Recommend improvements to departmental procedure and direct the implementation of instructions and controls covering a specific area of Technical Services activity so that all relevant procedural/legislative requirements are fulfilled while delivering a quality, cost-effective service to customers. Compliance with procedural and legislative requirements. Effective communication of procedures and instructions. Safety, Quality & Environment: Ensure compliance to all relevant safety, quality and environmental management procedures and controls within a defined area of Technical Services activity to guarantee employee safety, legislative compliance, delivery of high quality products/service and a responsible environmental attitude. Frequency of ISO non-compliance points. Frequency of LTIs, safety incidents and near misses. 4. KEY ACCOUNTABILITIES (continued): DescriptionPerformance Indicators Departmental Budgeting: Assimilate Technical Services Departmental costs into a consolidated budget so that the organisation is aware of likely costs to be incurred throughout the following financial year. Budgets submitted and agreed within the timescales of the Marafiq budget process. Accuracy of budget. Financial Performance: Produce and distribute regular reports to employees of the Engineering Services department showing financial performance versus budget assumptions so that financial opportunities can be capitalised upon and any areas of unsatisfactory performance can be corrected in a timely manner. Frequency of reports. Accuracy of reports. Timeliness of reports. CAPEX: Receive potential capital project submissions for the Technical Services Department, prioritise and prepare Capex submissions for those of highest priority. Follow-up for CAPEX approval. All CAPEX proposals considered and prioritised. Compliance to Marafiq CAPEX procedures. Activities Monitoring: Monitor Departmental KPIs, ISO performance, Monthly meeting issues, TSR completion status and generate periodic reports. Availability of status reports/MoMs. Frequency of reports. Accuracy of reports. Timeliness of reports. Fixed Assets: Record and maintain and ongoing log of all fixed assets for the Technical Services Department so that all assets can be accurately represented on the company balance sheet by the Financial Control department. Accuracy of fixed asset register. Completeness of fixed asset register. 5. JOB CONTEXT: The jobholder is required to exert indirect influence over a wide variety of internal personnel as well as within Technical Services Department. The primary focus of the position is internal in the provision of resources and information that will assist in optimising the performance of the department. The Job holder is responsible for MIS scheduled reporting, budget preparation and implementation, follow up on department's critical activities and develop database of critical information. 6. COMMUNICATIONS & WORKING RELATIONSHIPS: Internal: Manager, Technical Services on a regular basis to report progress versus departmental targets and to discuss all pertinent issues. Representatives of all Business Units on a regular basis for all pertinent issues. Representatives of Business Planning Department on a scheduled basis in the submission of budgets and discussion of variance reports. Representatives of the Finance Department on an ad hoc basis concerning the recording and status of Technical Services assets. Technical Services personnel on an as-needs basis to discuss, define and plan improvement activities. External: As directed by Manager, Technical Services 7. FRAMEWORKS, BOUNDARIES, & DECISION MAKING AUTHORITY: Although the jobholder is accountable for the submission of the departmental budget, this consolidated is on the basis of inputs from other Engineers within the department and must first be approved by the Manager, Engineering Services and General Manager, E&P - Jubail prior to submission to the Finance function. Freedom given to determine the format of reports but the content of the report is determined by end users and the Manager, Engineering Services. The jobholder may ensure compliance to departmental policies and procedures but, although making recommendations as to how they may be improved, is not authorised to change existing policy and procedure without the prior approval of the Manager, Engineering Services and the General Manager, E&P Jubail.

Job Specification

QUALIFICATIONS, EXPERIENCE, & SKILLS: Minimum Qualifications: University degree in an Engineering discipline (preferably Mechanical, Electrical or Chemical). Minimum Experience: 8 years Operational/Engineering experience with a major utilities organisation. Some prior budgeting experience. Experience of defining plant preventative maintenance schedules. Prior experience in the use of SAP to plan maintenance activities. Job-Specific Skills: Sound knowledge of all relevant Utility plant and equipment. Sound understanding of Utility processes. Sound knowledge of all aspects of water treatment chemistry. Broad understanding of technical developments in the field of plant and equipment. Excellent understanding of plant optimisation techniques. Sound understanding of preventative maintenance theory and techniques. Detailed knowledge of the Marafiq budgeting process. Detailed knowledge of the Marafiq CAPEX process.
