NEOM THE LINE Programme will grow and evolve and become the largest capital project
world-wide. The Programme aims to challenge the status-quo with the intention of delivering a
real meaningful change such that NEOM is referenced as world class and world leader in
numerous areas. NEOM THE LINE is a combination of multi-modules with each module
representing a complex multi-discipline element of the overall Programme with both standard,
unique, and bespoke scope aspects.
Marina modules represent a showcase window of the NEOM THE LINE Programme, being the
key development interests of THE LINE and NEOM as a whole. The overall planning and
organization of the Marina Modules is aligned with the key Anchor Assets planned for these
modules. Such assets include a soccer stadium, museum, and university and many other, among
other key facilities. Each of these assets and the surrounding program is strategically located with
consideration for the programmatic and performance demands of the asset type.
The Delivery of the Anchor Assets have the end-to-end responsibility for schedule, cost, and
quality from the pre-construction stage duties to handover to meet current and future
commitments and to maximize opportunities.
A Senior Construction Engineer specializing in the constructability of Shell amp; Core construction
focuses on the essential structural and foundational elements of a building, typically before the
interior finishes and details are added. The role purpose in the context of Shell amp; Core
construction involves overseeing and engineering the construction and the sequence of activities
of the designated scope. With the Senior Construction Managers, the Senior Construction
Engineer should lead and coordinate the engineering of the construction during the life of the
project and define the logistics requirements for the assigned scope, including lifting equipment,
transport, handling and storing.
The role should evolve with the progress of the works from a pre-construction/planning role to
duties and obligations focused on Construction Management, Tamp;C and Contract administration
once contractor/s is/are onboard.
The package(s) of scope will be designated by the Delivery Director, these could be both standard
and bespoke packages within the Anchor Assets Program of the Marina Modules with high levels
complexity and value in a fast-track environment.
Key Responsibilities:
Analyze the design of the assigned assets and review these for constructability.
• Produce, with the support of the Senior Construction Managers, optimized construction methods and sequences for
the assigned scope.
• Get from the design information the necessary data to produce the construction methods, sequences and plans,
engineering the construction methods. Adopt sensible and reasonable assumptions when the full information is not
available evaluating and recording the corresponding risks.
• Extract from the construction methods the requirements to be exported to the design to assure the optimum
constructability of the works.
Participate actively in the design meetings and workshops to get a deep and efficient level of coordination aiming an
optimized design for construction without compromising the design intents and objectives.
• Actively contribute to the identification, assessment and validation of the risks affecting the works within the scope.
Proposing adequate actions and mitigations reducing the NEOM risk exposure, in coordination with the risk
management team, using risk management techniques, whilst enabling greater value to grow, improve and mature.
• Calculate, in coordination with the planning team, the resources required to implement the corresponding
construction methods and complete the works in the defined timeframes.
• Anticipate and plan the resources needed for the construction management during the pre-construction and
construction phases.
• Lead and coordinate the engineering of the construction during the life of the project.
• Ensure that the temporary works adhere to the requirements and regulations.
• Define inspection and testing protocols for the construction equipment and temporary works to verify compliance with
industry standards.
• Contribute to cost estimation for Shell amp; Core construction activities and monitor expenses to stay within budget.
• Identify cost-effective solutions without compromising structural integrity or safety.
• Establish contingency plans to address unforeseen challenges or changes in project requirements.
