Job Description

JASARA PMC is seeking a highly skilled and strategic Head of Talent Acquisition to join the JASARA Delivery Partnership and lead the talent acquisition function for THE LINE, a groundbreaking project that aims to create a revolutionary, car-free city with cutting-edge technology and sustainable infrastructure.

As the Head of Talent Acquisition, you will have a critical role in shaping and executing the talent acquisition strategy for THE LINE, ensuring the attraction, selection, and onboarding of top-notch talent that aligns with our vision and values.

Reporting to Mobilization Director on THE LINE (and functionally to the Head of TA for JASARA), you will work closely with key stakeholders, ensuring an accurate resource schedule for The LINE is developed in a timely manner and managed appropriately, in line with the agreed resource planning process for the project. You will be responsible for the finalization of proposed recruitment allocations to the Delivery Partner recruitment teams, in coordination with IPMC Operations Directors

We are looking for a dynamic and innovative leader with a proven track record in talent acquisition and resource planning and a deep understanding of the construction and infrastructure industry. In this role, you will have the opportunity to make a significant impact by building a high-performing team and ensuring the right talent is in place to deliver on the ambitious goals of THE LINE project.

Responsibilities

Key areas of accountability include Resource Planning amp; Recruitment Delivery; Stakeholder Management; Team Management (across Saudi Arabia, UAE and the UK) and Strategic Leadership. In addition, you will:

  • Develop and implement the talent acquisition strategy for THE LINE, aligning recruitment efforts with the project's goals and objectives
  • Lead a team of talent acquisition professionals, providing guidance, coaching, and support to ensure their success and professional development
  • Partner with senior leaders to understand their talent needs and develop proactive recruitment strategies to attract top-tier candidates
  • Manage the end-to-end recruitment process, from job requisition to offer acceptance, ensuring a seamless and positive candidate experience
  • Build and maintain relationships with external stakeholders, such as recruitment agencies, universities, and industry associations, to expand the talent pool
  • Stay updated on industry trends and best practices in talent acquisition, and leverage this knowledge to continuously improve recruitment processes and strategies
  • Collaborate with the HR team to ensure seamless integration of talent acquisition activities with other HR functions, such as onboarding and talent development

Requirements

  • A minimum 15+ years related work experience, including experience leading and managing the delivery of geographically diverse recruitment delivery personnel. ·
  • Experience spanning recruitment delivery, recruitment operations and resource planning preferred, (not essential)
  • Extensive knowledge of people best practice, processes and current trends, with expert level knowledge and experience within recruitment. ·
  • Demonstrable experience leading recruitment delivery on mega-projects within the Civil Engineering/Construction industry is highly preferrable, coupled with a preference to a proven track record operating within a Joint Venture environment. ·
  • Must also possess a thorough knowledge of current technology and the capabilities and efficiencies of specific sub-discipline software systems. ·
  • Must be capable of conducting focused briefings to all levels of management. This includes effective problem solving and exercising excellent judgment regarding timing and senior management involvement in significant issues. ·
  • Ability to network across departments and key external stakeholders. ·
