Job Description

The Sr. Technical Manager Fire Life Safety (FLS) Services is responsible for managing FLS Services engineering activities within the context of site engineering and across multiple units. Applies widely diversified knowledge of FLS to be used during construction engineering activities, as well as the understanding of methods and techniques used by FLS installation contractors. This role will be actively involved in both pre- and post-contract phases and requires the post holder to have experience in both phases. Also, willingness to relocate to construction site locations is required.

More specifically, the SM MEP Dry Services performs both a technical and administrative role, coordinates MEP related delivery requirements with Client, users, and other program entities, and provides site support in conformance to project standards and specifications.

The Sr. Technical Manager FLS Services oversees engineering management of fire protection systems including structural components protection, fire detection and notification systems, suppression equipment, and fire extinguishing devices. Closely liaises with Architectural, Structural, Mechanical, Electrical and Special Systems Staff to ensure effective implementation of fire protection systems internal to project facilities. Furthermore, is responsible for advising and informing the Senior Project Manager Site Engineering and other Senior Delivery Managers of key issues or concerns to ensure close coordination of FLS and other trade activities; coordinating and providing specialist input during Pre-Contract stage through Post-Contract stages, including commissioning, hand over and user group training as required. The Sr. Technical Manager FLS Services is responsible for ensuring all project FLS Services engineering packages meet program goals and objectives (e.g., package completeness, safety amp; quality, schedule, and cost, etc.). He/she provides the Senior Project Manager Site Engineering with a consolidated view of the performance and progress of all packages, timely alerts and escalates the issues when necessary to avoid deviation from Delivery strategy. Represents the Senior Project Manager Site Engineering as required.

Key Responsibilities

• Ensure the standards of design, procurement, installation, commissioning, and on-going maintenance of the Groups fire protection systems are compliant with all applicable codes, standards, and regulations.

• Prepare periodic reports, summarizing progress of engineering related (pre- and post-) construction activities to Sr. Project Manager Site Engineering, including presentations.

• Provide FLS engineering and support activities for Utilities-MEP work packages from conception to completion/ handover within areas of responsibility.

• Perform design reviews (constructability), material submittals, shop drawings, etc. to maximize project efficiency, maintain schedules, and meet budgetary goals as appropriate.

• Ensure the use of sound engineering practices to attain required quality control at the maximum efficiency and minimum cost.

• Monitor, coordinate and control the flow of FLS design information to ensure the timely release of information for construction activities, in accordance with MEP Delivery strategy and contract type.

• Prepare contractors’ scope of works for tender documents and assist in supply chain development.

• Ensure that tenders received from contractors are in accordance with required specification.

• Assist with tender returns, including RFC/ RFI responses and tender assessments during the project stages.

• Review contractors’ submittals, including programmes, progress reports, FLS-MEP test plans, method statements and risk assessments, coordinating any required workshops for comment resolution.

• Review/ comment on NCRs (non-conformance reports) and corrective action reports.

• Coordinates with the Testing amp; Commissioning team, providing engineering input to ensure quality control requirements are attained, including acceptance testing (factory, site, routine, etc.).

• Monitor FLS-MEP document quality produced by the contractors.

• Attend construction team meetings as required.

• In addition to the duties and responsibilities listed above, the job holder may be required to perform other duties assigned by their line manager from time to time, outside the normal sphere of work as may be reasonably requested.

• The job holder will be required to undertake such flexible and additional working hours as may be necessary, within reason, to facilitate the efficient fulfilment of the duties required by position.
